中国社会正处于转型期,传统计划经济模式逐渐被社会主义市场经济模式所取代,社会结构向多元化方向发展,政府作为管理经济事务和社会事务的传统角色,也受到社会转型的冲击与挑战,全能型政府权力将向有效型政府权力过渡,政府权力在转型期的重新定位将是有限与有效的统一。

Nowdays,China is in the process of transition.The traditional pattern of planned-economy has been giving way to the pattern of socialist market-economy little by little and the social structure is developing towards the direct of multiple-element.The government which played the traditional role of managing economic and social affairs has been challenged and impacted in the transitional period, the governmental power that the government served as diversity-type will be changed into the power of availability-type and in the period of transition of the re-orientation the power of government is the unification of the limitation and availability.
