农村人口老龄化加快、老年人口贫困化严重、家庭养老功能的弱化以及原来农村社会养老保险制度设计存在缺陷,使建立新型农村社会养老保险制度成为必要。目前各地试点采用的新型农村社会养老保险模式符合社会保险的价值取向、与我国经济社会发展相适应、具有满足人们基本生活需要的有效性和发展的可持续性,但也存在各级政府责任不明确、缴费基数确定方法不规范等问题。中央政府应尽快出台《关于开展新型农村社会养老保险试点工作的指导意见》、明确各级政府在新型农村养老保险中的责任分配、规范新型农村养老保险缴费基数和缴费档次确定的方法、健全农村社会养老保险立法、加强基层政策的落实。

Due to the quickening aging of the rural population,a serious impoverishment of the elder population,the weakening function of family providing for the aged,design defects in former social insurance system for the rural aged,it is imperative to establish a new type of social insurance system for the aged in rural areas.It is held that a new type of social insurance for the rural aged adopted by the current pilot projects is in line with the values of social insurance which conforms to the development of economy and society in our country.It's also effective and sustainable in meeting the basic needs of people's life.However,some problems still exist:a lack of uniform guidance in the pilot projects,unclear allocation of responsibilities on governments at all levels,non-standard determining methods for the paying base.The central government should as soon as possible work out the guidance on a new type of social insurance system for the aged in rural areas adopted by the current pilot projects.Clear allocation of responsibilities on governments at all levels,standard determining methods for the paying base,sound legislation and reinforced implementation of policies at the basic level are all expected.
